Where Students Come First


What is a Supplemental Levy?

A supplemental levy is a two-year levy used for the general maintenance and operations of the school district. This includes funding for personnel, student programs, and operational expenses.


What Margin of Approval is Required to Pass?

A simple majority vote (50% plus 1) is required for passage.


Why is the District Continuing the Supplemental Levy?

The district is facing increased costs in:

  • Salaries and insurance

  • School safety

  • Rising demands of special services required by federal law


How Does the District Collect and Spend Local Tax Dollars?

School districts collect local tax dollars in three main ways:

  • Bond Levies (Capital Projects): Riverview Elementary (paid off 2027) and Facility Bond (paid off 2028)

  • Supplemental Levies (General Operating Costs): Renewable every two years

  • Plant Facility Levies (Facility Upkeep): Renewable every ten years (none currently in place)

Current legislation provides a District Facility Fund that offsets property taxes for these levies. The credit can be seen on your annual property tax bill.


Why is the District Requesting an Increase?

The increase will help fund:

  • Growth in required special services

  • Addition of a district-wide groundskeeper position

Even with the proposed increase, Shelley School District will remain among the lowest per-student levy rates in the region.


Estimated Property Tax Impact

Assuming no growth in the district’s total market value, the levy rate is expected to increase from $53.15 per $100,000 to $60.48 per $100,000 — an estimated $7.33 annual increase or about $0.61 per month.

What Happens if the Levy Does Not Pass?

If the levy fails, the School Board will be required to review and modify the district’s budget, resulting in probable reductions to personnel and/or programs.


Sample Ballot Question

“Shall the Board of Trustees of Joint School District No. 60, Bingham and Bonneville Counties, State of Idaho, be authorized and empowered to levy a Supplemental Levy in the amount of Eight Hundred Twenty-Five Thousand Dollars ($825,000) per year for two (2) years, commencing with the fiscal year beginning July 1, 2026 and ending June 30, 2028, all as provided in the Resolution adopted by the Board of Trustees on August 21, 2025?”

Polls are open from 8:00 a.m. to 8:00 p.m.

  • Riverview Elementary School – 1463 N 800 E, Shelley

  • Sunrise Elementary School – 200 E Fir St, Shelley

  • Bingham County Courthouse – 501 N Maple, Blackfoot

  • 4-H Education Complex – 1542 E 73rd S, Idaho Falls

  • New Sweden Hall – 5990 S 45 W, Idaho Falls

  • Waterfront (Snake River Landing) – 1220 Event Center Dr, Idaho Falls

(Vote at your general election polling location.)


Voter Qualifications

To vote, you must be:

  • A U.S. citizen

  • At least 18 years old

  • A resident of Shelley Joint School District #60 for at least 30 days before the election

  • A registered voter (registration available at the polls with photo ID and proof of residence)
